DIGP James Ocaya Leads Training to Improve Police Contracts and Services

The Deputy Inspector General of Police, James Ocaya, today officially opened a one-day training workshop for contract managers at Police Headquarters in Naguru. The workshop focuses on improving contract management and performance among officers responsible for overseeing police contracts.

In his address, DIGP Ocaya highlighted the importance of effective contract management. He explained that well-managed contracts help reduce risks, create opportunities, and strengthen partnerships. “Clear and well-prepared contracts set out the terms, conditions, and expectations of both parties, forming the backbone of successful business transactions,” he said.

The training comes at a critical time, as the Uganda Police prepares for increased demands ahead of the 2026 general elections. According to the Uganda Police Undersecretary, AWunyi, proper contract management is essential for implementing the UPF-approved budget, particularly in capital development and procurement of tools and resources needed for effective policing.

The main goal of the workshop is to equip contract managers with the skills to ensure that contracts are executed correctly. Officers will learn to verify that contracts meet the right quality, quantity, cost, and timelines, ensuring that public resources are used efficiently.

By training contract managers, the Uganda Police aims to improve accountability, enhance performance, and guarantee that the services and supplies required for operations are delivered on time. This initiative reflects the police leadership’s commitment to professionalism, transparency, and preparedness in all aspects of police work.

The one-day workshop is expected to have a lasting impact, as officers apply the skills learned to manage contracts more effectively, ultimately contributing to better service delivery and operational efficiency across the force.
