Security Agencies Crack Down on Road Vandalism in Kiboga District

Police in Kiboga District have arrested a man suspected to be behind illegal political inscriptions painted along the Kampala–Kiboga–Hoima highway. The arrest followed an intelligence-led operation carried out on 27th December 2025 by the District Police Commander of Kiboga, with support from other sister security agencies. The operation targeted areas in Kiyinja village, Kyekumbya Subcounty, and Lwamata Town Council, where the controversial messages had been sighted.

The suspect, identified as Kabulwa Arafat, was arrested after security agencies linked him to writings that appeared on the public road in Lwamata Town Council. The inscriptions, which included the words “Protest Vote” and “Tovawo,” raised concern among authorities due to their political nature and the fact that they were placed on public infrastructure without permission. Police say such actions amount to vandalism and can also cause public tension.

Following his arrest, security personnel conducted searches at two of Kabulwa Arafat’s homes, one in Kiyinja village and another in Lwamata Town Council. During the searches, several exhibits believed to be of evidential value were recovered. These items are expected to help investigators establish how the inscriptions were made and whether more people were involved in the act.

According to police, the suspect admitted to being part of a group that illegally inscribed the messages on the road. Investigations are still ongoing, and efforts are being made to identify and arrest all other individuals who took part in the activity. Authorities say no one is above the law and that all those involved will be held accountable.

Police have used this incident to strongly caution young people against engaging in politically motivated activities without thinking about the consequences. Security officials warned that excitement, peer pressure, and false courage can easily lead youths into trouble with the law. They urged young people to always act responsibly, respect public property, and use lawful channels to express their political views.

The police leadership emphasized that while political participation is a right, it must be done peacefully and within the law. They called on the public to cooperate with security agencies by reporting suspicious activities and helping to maintain peace and order in the district and the country at large.
