IGG Cracks Whip on Kalungu Officials Over Months of Unpaid Salaries

The Inspectorate of Government has taken decisive action against senior officials in Kalungu District following serious complaints of unpaid salaries. In a press statement dated February 13, 2026, the IGG ordered the arrest of two human resource officers accused of failing to pay district staff for several months, a situation that has caused widespread hardship and anger among affected workers.

The order was issued by the Inspector General of Government, Naluzze Aisha Batala, who directed that Ms. Nankya Margaret, the Principal Human Resource Officer, and Ms. Kasingirwa Scovia, the Senior Human Resource Officer, be arrested. The two officers work under Kalungu District Local Government and are accused of being responsible for the prolonged non-payment of staff salaries.

According to the IGG, the action followed a formal complaint received from Kalungu District staff, including some heads of department. Reports indicate that several officers had not received their salaries since July 2025, despite continuing to report to work and perform their duties. The long delay raised serious concerns about abuse of office and neglect of duty.

The situation reportedly caused severe financial and emotional distress to the affected public servants. Many struggled to meet basic needs such as rent, school fees, and medical bills. The IGG noted that the matter attracted public concern due to both the length of time salaries went unpaid and the suffering endured by workers who depend on their wages to survive.

Before the arrests were ordered, several efforts had been made to resolve the issue internally. The Deputy Inspector General of Government, Anne Twinomugisha Muhairwe, held meetings and issued guidance aimed at clearing the salary arrears. In addition, the Chief Administrative Officer of Kalungu District, Ouma Charles, gave repeated instructions, including a formal memo, directing that all outstanding salaries be processed and paid.

Despite these directives, the problem persisted. When summoned by the IGG, the Principal Human Resource Officer reportedly failed to give a satisfactory explanation for why salaries had not been paid. This failure to comply with lawful instructions strengthened suspicions of insubordination and possible misuse of office.

As a result, the IGG has referred the matter to the Director of Ombudsman Affairs, Kakooza Savio Nsitsibe, for further action. Investigations are ongoing, and the IGG has indicated that prosecution may follow if evidence supports criminal responsibility. The move sends a strong warning that public officers who undermine workers’ rights and abuse public trust will be held accountable.
