Hon. Persis Namuganza Calls for Change in Uganda’s Parliament Leadership

Uganda is entering an important moment in its political journey, as Hon. Persis Namuganza steps forward with a strong message of hope and change. As the Member of Parliament-elect for Bukono County, she has announced a 30-day period of reflection and consultation as she prepares her vision for the Speakership of the 12th Parliament. Her message is clear: it is time to restore dignity, trust, and respect in Uganda’s Parliament.

Since independence in 1962, Uganda has had several respected Speakers who helped shape the country’s legislative history. Leaders such as John Bowes Griffin, Edward Rugumayo, James Wapakhabulo, and Rebecca Kadaga played important roles in building the institution. Today, the current Speaker, Anita Among, leads the House. While some leaders have served with honour, recent years have also raised concerns about corruption, misuse of public funds, and lack of transparency. These issues have affected the image of Parliament both at home and internationally.

Hon. Namuganza believes that these challenges do not represent the true spirit of Uganda. She reminds citizens of the country’s liberation history under Yoweri Museveni, where men and women sacrificed greatly to build a free and united nation. According to her, those sacrifices were meant to create a better future for all Ugandans—not for the benefit of a few individuals. She stresses that this moment is not about personal ambition, but about protecting and rebuilding the country’s legacy.

Looking beyond Uganda, she points to examples from other countries to show what strong leadership can achieve. In South Africa, Frene Ginwala and Thoko Didiza helped build a Parliament based on order, fairness, and inclusivity after apartheid. In Ghana, Alban Bagbin is known for being balanced and respectful to all sides. In the United Kingdom, Lindsay Hoyle is widely respected for maintaining discipline and fairness in debates. These examples, she says, prove that Uganda can also achieve high standards of leadership.

Hon. Namuganza’s vision for Uganda’s Parliament is focused on unity, transparency, and accountability. She wants a House where every Member of Parliament is treated with respect, no matter their political party or background. She calls for fair and open appointments based on merit, and a firm stand against corruption. She also emphasizes the need for modern and efficient systems that match global best practices, ensuring that Parliament works effectively for the people.

At the heart of her message is a call to return to the values of discipline, patriotism, and unity that guided Uganda’s liberation struggle. She believes that Parliament should reflect these values and serve as a true example to the nation. According to her, Ugandans—especially the youth—deserve leadership they can trust and believe in.

As the conversation about the future of Parliament continues, her message stands as a reminder that leadership is a responsibility, not a privilege. With a focus on integrity and national interest, she is calling on all Ugandans to support efforts to rebuild trust and move the country forward with honour and purpose.
