The Uganda Prisons Service has announced a major reshuffle involving appointments, transfers, leave adjustments, and deployment of officers for further training in a move aimed at improving service delivery and strengthening professionalism across the institution. The changes, announced by the Commissioner General of Prisons on April 30, 2026, are expected to improve management and efficiency in prisons across the country.
According to the press release, several senior and junior officers have been appointed to new leadership positions. Mr. Emmanuel Muchunguzi, a Senior Superintendent of Prisons (SSP), has been appointed as the Regional Prisons Commander (RPC) for the Mid-Eastern region based in Soroti after serving as Officer in Charge of Aswa II Prisons. Ms. Allen Malemo, who has been on leave, has now been appointed Officer in Charge of Kanungu Prisons. Other appointments include Mr. Vian Mugisha as Officer in Charge of Aswa III Prisons and Mr. Simon Peter Ingabati as Officer in Charge of Bamunanika Prisons.

The reshuffle also saw several officers transferred to different stations across the country. Mr. Alex Mukkola Oloka was moved from RPC Northern-Gulu to Prisons Headquarters, while Mr. Ronald Kalali was transferred from the Mid-Eastern region to become RPC Mid-Northern based in Lira. Mr. Morgan Anguyo was transferred from Kanungu Prisons to Iganga Prisons, replacing Ms. Barbra Busingye who is proceeding on accumulated leave.
In other transfers, Ms. Harriet Aciko was moved from Kyegegwa Prisons to Kagadi Prisons as Deputy Officer in Charge, while Ms. Olivia Nakabugo was transferred from Fort Portal Main Prisons to Mityana Prisons. Several other officers were also assigned to new stations in a move expected to improve administration and strengthen operations in different prison facilities.
The Uganda Prisons Service also announced leave arrangements for some officers. Ms. Barbra Busingye and Mr. Hussein Musoke will proceed on accumulated leave, while Ms. Stella Salume Atoo has resumed duty after leave and has been deployed to PATS.
Additionally, a number of officers have been selected for further training courses. These include Mr. Ivan Nuwagaba from Kiboga Prisons, Mr. Benjamin Lodda Magoola from Sheema Prisons, and Mr. Francis Byaruhanga from Katakwi Prisons. The training is expected to enhance the skills and professionalism of officers within the service.

The Uganda Prisons Service stated that all the changes take immediate effect. Regional and District Prisons Commanders have been directed to ensure smooth handovers and takeovers to maintain stability and proper management within all prison facilities.
