Two senior Kisoro District Local Government officials and a private individual have been charged before the Anti-Corruption Court over allegations that they collected more than UGX 200 million from job seekers in exchange for promises of securing them government jobs.
The three suspects were arraigned this afternoon in a case involving charges of corruption and conspiracy to commit a felony. The case was handled by the Anti-Graft authorities in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).
The accused are Hakizimana Amos, the Kisoro District Speaker; Nshaka Erastus, the Chairperson of the Kisoro District Service Commission (DSC); and Muhanika Alphonse, a private individual alleged to have acted as a middleman or broker in the scheme.
According to the prosecution, the three allegedly worked together with other individuals who are still at large to solicit and receive more than UGX 200 million from people seeking employment in Kisoro District Local Government.
The alleged scheme is said to have taken place between 2024 and 2025, with job applicants reportedly being asked to provide money in return for assistance in securing positions within the district local government.
The allegations have raised fresh concerns over the exploitation of unemployed Ugandans who may be vulnerable to individuals promising them access to government employment. Such schemes can cause significant financial losses to job seekers while also undermining public trust in recruitment processes.
Following their appearance before the Anti-Corruption Court, the three accused were remanded until 14 September 2026, when they are expected to return to court.
Authorities said investigations are still ongoing, with efforts underway to identify and apprehend other suspects believed to have been involved in the alleged scheme.
Members of the public who may have information about the case, or who believe they were affected by similar alleged job-selling schemes, have been encouraged to come forward and report their cases to the relevant authorities.
The charges remain allegations, and the accused persons are presumed innocent until proven guilty by a court of law.
