Bulambuli Constituency MP Emmanuel Wepukhulu Biara has appealed to Patriotic League of Uganda (PLU) leaders to reconsider a planned demonstration at the Turkish Embassy on September 18, 2026, warning that the action could undermine the movement’s growing political image and long-term ambitions.
In a message to PLU General Secretary Hon. Fadil Twalla, Biara commended him for what he described as strong mobilisation and organisational work during his first 80 days in office.
He said the movement had gained increased visibility, momentum and fresh energy under Twalla’s leadership.
However, Biara cautioned that the progress could be damaged by a single event if the planned protest is not carefully reconsidered. He urged PLU leaders to examine both the immediate reasons for the demonstration and the wider political and diplomatic implications it could create for the movement and Uganda.
Biara suggested that if the planned protest is linked to the case involving Ugandan activist and government critic Fred Lumbuye, PLU should consider other avenues for pursuing the matter. He argued that political, legal and diplomatic channels could provide alternatives without placing the movement in direct confrontation with a foreign diplomatic mission.
The MP further reminded PLU leaders that the movement is positioning itself as a serious political force with ambitions beyond the present political season, particularly its stated focus on 2031. He said such ambitions require the organisation to demonstrate discipline, restraint, maturity and statesmanship in the way it handles sensitive national and international issues.
Biara also highlighted the importance of Uganda’s relationship with Turkey, noting Turkey’s expected hosting of COP31. He argued that Uganda will continue to need constructive engagement with Turkey and other international partners on climate change and other strategic issues, making it important to avoid actions that could unnecessarily strain diplomatic relations.
He therefore called upon leaders around Gen. Muhoozi Kainerugaba to provide strategic guidance and consider the long-term interests of the movement before the planned demonstration. Addressing Gen. Muhoozi directly, whom he described as the head of security and a leader he strongly supports, Biara respectfully appealed to him to reconsider the protest and, if possible, call it off.
Biara said PLU’s mission should be bigger than one individual and bigger than one day, urging its leaders and supporters to protect the movement’s future political prospects. He maintained that if PLU intends to position itself for national leadership in 2031, it must begin demonstrating the responsibility and statesmanship expected of a movement preparing to govern Uganda.
