Trouble for Road Safety Boss as Government Suspends Him Over Leaked Documents and Online Campaigns

The Ministry of Works and Transport has interdicted Principal Road Safety Officer, Ronald Amanyire, following a series of allegations linked to his conduct as a public officer. The interdiction letter dated April 30, 2026, accuses the senior officer of misconduct, insubordination, failure to perform official duties, and using social media to publish government information without authorization.

According to the letter signed by the Ministry, Amanyire allegedly used his X account identified as “@amronaldo (Ronald Amanyire)” to publish internal government documents and official information without permission from the responsible authorities. The Ministry says the social media account openly identified him as a Principal Road Safety Officer at the Ministry of Works and Transport, making the posts a direct concern to government operations. Officials argue that such actions violated the provisions of the Official Secrets Act and the Uganda Public Service Standing Orders of 2021 regarding handling and dissemination of official information.

The interdiction letter further claims that Amanyire failed to carry out duties assigned to him by his supervisors. The Ministry says that on December 3, 2024, the Commissioner for Transport Regulation and Safety assigned him duties and directed him to prepare and submit a performance plan covering the remaining period up to June 2025. However, the Ministry alleges that he neither submitted the required plan nor produced any output related to the assignments despite repeated instructions.

The Ministry also accuses Amanyire of engaging in actions that brought the Public Service into disrepute. Between January 2024 and April 2026, he is said to have run a social media campaign criticizing several government programmes and institutions. Some of the posts allegedly raised accusations of corruption within the Ministry of Works and Transport, questioned the Inspector General of Government over failure to investigate corruption claims, and criticized government decisions under the Rationalization of Government Agencies and Public Expenditure reforms.

In addition, the Ministry claims that Amanyire used the same platform to challenge the Intelligent Traffic Monitoring System (ITMS), a key government project aimed at improving traffic management and security. Authorities argue that as a serving public officer, he was expected to support government programmes instead of publicly criticizing them.

The interdiction letter also highlights allegations of insubordination. The Ministry says Amanyire repeatedly failed to attend departmental meetings despite being officially informed. It further states that he had previously been cautioned during a top management meeting over social media posts considered harmful to government programmes. Although he reportedly apologized and promised to improve, the Ministry claims he continued with what it described as a “media campaign” against state institutions.

The Ministry reminded Amanyire that he had earlier received a warning letter in March 2021 concerning unsatisfactory performance and insubordination. However, officials say he failed to change his conduct despite the severe reprimand issued at the time.

As a result, the Ministry has interdicted him from carrying out duties as Principal Road Safety Officer with immediate effect to allow investigations into the allegations. The interdiction marks one of the most notable disciplinary actions involving a senior technical officer at the Ministry in recent years, especially given the role social media activity appears to have played in the case.
