The Uganda Police Force has arrested a 22-year-old man accused of impersonating Major General Richard Otoo Owili, the Director of the Chieftaincy of Military Intelligence (CMI).
The suspect, identified as Musasizi Samuel, was arrested on Wednesday, August 26, 2026, at around 12:00pm at Naguru Barracks, following allegations that he presented himself as the senior military officer.
According to the police arrest notice, Musasizi is a driver and a resident of Naguru Barracks. He was born in Nakabugo, Luuka District, and is of Musoga origin.
Police said the arrest followed investigations into activities linked to impersonation, warning members of the public to remain vigilant and report any suspicious individuals pretending to be government officials, security officers or other prominent personalities.
The arrest comes after screenshots circulated showing a person allegedly using the name of Maj Gen Richard Otto in WhatsApp conversations. In the messages, the individual introduced himself as “General Richard Otto, the Director of CMI” and attempted to communicate with another person over unspecified matters.
The messages also included a request asking the recipient to inform another person to meet him before he could “approve the mission,” raising concerns over possible misuse of the identity of a senior security official.
Police have urged members of the public to avoid engaging with individuals who claim to hold high-ranking government or security positions without proper verification.
The Uganda Police Force reminded the public that impersonation of security officers or government officials is a criminal offence and encouraged citizens to provide information that can help authorities investigate and prevent such crimes.
The suspect is currently being handled by police as investigations continue. Members of the public with relevant information have been asked to contact the nearest police station or use emergency numbers 999 or 112.
