President Yoweri Kaguta Museveni, who also serves as the Commander-in-Chief of the Uganda People’s Defence Forces (UPDF), has made new appointments in the military leadership. In the latest reshuffle, Major General Richard Otto has been appointed as the new Chief of Defence Intelligence and Security (CDIS).

Major General Otto previously served as the Commander of the Mountain Infantry Division. In his new role, he will be in charge of intelligence operations and will play a key role in ensuring national and regional security through the Defence Intelligence and Security wing of the UPDF. He has now been appointed as the Commander of the Mountain Infantry Division, which is based in Fort Portal.

This division is especially important as it not only secures Uganda’s western region but also leads UPDF troops in Operation Shujaa—a joint military mission in eastern Democratic Republic of Congo aimed at eliminating armed rebel groups. The changes take immediate effect, according to a statement issued by Colonel Chris Magezi, the Acting Director of Defence Public Information.

The UPDF congratulated both generals on their new assignments and thanked them for their service in previous roles.“These appointments are part of the ongoing efforts to strengthen command and improve operational performance within the UPDF,” Colonel Magezi said. Both Major General Otto and Major General Birungi bring years of military experience and leadership to their new roles. The UPDF and the public will be watching closely as they take on these important responsibilities in maintaining peace and security in Uganda and the region.
