With the 2026 general elections fast approaching, the political atmosphere in Makindye-Sabagabo Municipality is heating up. According to the latest opinion polls conducted this month, Hon Joseph Mukasa has taken an early lead in the race for Member of Parliament, gaining strong support across the constituency.
The results show Hon Mukasa ahead of his competitors with 42% of the projected vote. His closest challenger, the incumbent Hon David Serukenya, trails with 28%. The other two candidates, Mr. Mahad Kawuma and Ms. Mariam Kaliga, currently a local councillor, stand at 16% and 10% respectively, with 4% of respondents still undecided.
Residents say Hon Mukasa’s long history of community service and his fresh campaign message under the National Unity Platform (NUP) have captured the attention of many voters. His slogan “People First. Service. Equity. Transformation.” is resonating with youth, women, and ordinary families who feel left behind.
Many say they trust him because he has walked with them for over two decades. “He is not new to us,” says Mama Nanfuka, a market vendor. “When my daughter dropped out of school, HELP Uganda helped her learn tailoring. That was Mukasa’s work.”
Others point to his experience working with organizations like USAID and the World Bank as a sign that he is ready to handle national issues. “We need someone with experience, not just slogans,” says Isaac Kaggwa, a boda boda. “Mukasa knows how to deliver.”
In his manifesto, Hon Mukasa promises to improve roads, fight for better schools and health centres, and ensure regular town hall meetings for public participation. His promise to remain accessible and fight corruption is also being welcomed by many.
While Hon David Serukenya still enjoys some support, especially among older voters and party loyalists, some feel disappointed by his term in office. “We had hope, but the roads are worse, drainage is poor, and he is hard to reach,” says a resident.
Ms. Mariam Kaliga is also gaining ground among women’s groups and youth in her parish, while Mr. Mahad Kawuma is popular in certain mosques and business circles. However, their campaigns are still seen as limited in reach compared to Mukasa’s growing movement.
Political analysts say it is still early, but Mukasa’s momentum is clear. His team has been active on the ground, holding community meetings, radio talks, and engaging youth on social media.
“He’s positioning himself as a servant leader, not just a politician,” says Lydia Mbabazi, a political commentator. “That’s what people want someone who listens and acts.”
With months still to go before the elections, anything can happen. But for now, Hon Joseph Mukasa appears to be the candidate to watch in Makindye-Sabagabo.
The people seem ready. And as his campaign says the time is now.
