Uganda Takes Bold Steps to Strengthen Aviation Safety and Oversight

The Uganda Civil Aviation Authority (UCAA), working with the East African Community Civil Aviation Safety and Security Oversight Agency (CASSOA), Boeing International, and Cranfield University, is hosting a three-day Regulatory Excellence Workshop at Protea Hotel in Entebbe. The training, which runs from September 1–3, 2025, brings together experts to discuss how to improve aviation oversight and adapt to rapid changes in the industry.

While opening the workshop, UCAA’s Director General, Mr. Fred K. Bamwesigye, said that effective regulation is becoming more important than ever as new technologies transform air travel. He noted that innovations such as drones, cybersecurity systems, electric vertical take-off and landing (eVTOL) aircraft, and advanced air mobility require regulators to ensure safety while also creating space for innovation and investment.

“The aviation industry is moving quickly with new ideas and digital tools,” Bamwesigye explained. “Our responsibility is to guarantee safety, transparency, and accountability, while also supporting growth, attracting investors, and opening more opportunities.”

CASSOA’s Executive Director, Eng. Richard Gatete, praised the workshop as both timely and strategic, highlighting the importance of working together as a region to meet international aviation standards. He stressed that stronger cooperation will help East Africa anticipate risks, strengthen systems, and build safer skies for everyone.

Over the three days, participants will discuss key topics such as regulating new technologies, crisis management, resilience building, leadership in change, and safety management systems (SMS). These areas are critical as the aviation industry becomes more complex and interconnected.

The event also highlights the role of partnerships between regulators, airlines, service providers, and international organizations. By working closely together, stakeholders hope to create an aviation sector that is not only safe and secure but also innovative and globally competitive.

This workshop shows Uganda’s commitment to building stronger aviation oversight and ensuring that the region is ready for the future of air transport.
