UCC Launches Nationwide Crackdown On Illegal Public WiFi Providers Over Security Concerns

The Uganda Communications Commission (UCC) has announced a nationwide enforcement operation targeting individuals and businesses providing illegal public WiFi services without proper licences.

In a public notice issued on Monday, 7th July 2026, UCC said the move is aimed at ensuring that all internet service providers in Uganda operate within the law and follow established standards meant to protect consumers and the country’s communication infrastructure.

The regulator explained that the rapid growth of internet access across Uganda has created new business opportunities, with many people setting up public WiFi hotspots to meet the rising demand for affordable connectivity. However, UCC warned that such services must be provided in accordance with national regulations.

According to UCC, some unlicensed operators have been installing telecommunications equipment and offering unauthorised WiFi services without approval from the regulator. The commission said these illegal activities pose risks to users and may affect the safety and reliability of Uganda’s communications systems.

UCC stressed that obtaining an operating licence is not simply a formality but comes with important responsibilities, including maintaining quality service standards, protecting customer information, offering support services, and complying with cybersecurity requirements.

The commission warned that people using services from unlicensed providers may be exposed to unreliable internet connections, possible violations of data privacy, cyber threats, and difficulties in seeking assistance when problems arise.

As part of the enforcement campaign, UCC said it will work together with licensed Internet Service Providers (ISPs), authorised operators, and other government agencies to identify and stop illegal public WiFi operations across the country.

The regulator encouraged individuals and businesses currently operating unauthorised WiFi services to either regularise their operations by obtaining the necessary approvals or stop providing the services altogether.

UCC also advised members of the public to only subscribe to internet services from licensed providers or authorised agents to ensure they receive secure and reliable connectivity.

Consumers who want to confirm whether an internet provider is legally recognised have been encouraged to check the official list of licensed Internet Service Providers through the UCC website.

The public has also been urged to report any illegal public WiFi services they come across by contacting UCC through its toll-free line 0800 222 777.

UCC said the enforcement exercise is part of its wider commitment to building a secure, innovative, and affordable digital environment as Uganda continues its journey toward greater digital transformation.
