RDC Sironko’s Office Under Fire for Displaying Political Posters

The Office of the Resident District Commissioner (RDC) in Sironko is under serious scrutiny after political posters of Hajji Lumolo and his daughter were seen displayed inside the office premises. The incident has triggered widespread concern among the public, with many questioning the impartiality of the RDC and the integrity of the office.

The RDC in question, Balwaniregha Denis Ephraim, serves as the President’s representative in the district and is legally expected to remain neutral and non-partisan. His duties include overseeing the implementation of government programs, coordinating government services, and ensuring order at the grassroots level.

According to Article 203 of the 1995 Constitution of Uganda, the RDC is tasked with monitoring the implementation of Central and Local Government services, chairing the District Security Committee, and performing functions assigned by the President or prescribed by Parliament. The Local Government Act of 1997 further stresses the importance of neutrality, detailing that the RDC must represent the President, coordinate government services, and advise the district chairperson on national matters.

Displaying political campaign materials in a government office contradicts these constitutional and legal provisions. The RDC’s actions have raised suspicions of partisanship and stirred debates on whether public institutions are being used to influence the electoral process.

In response to the incident, residents of Sironko have voiced their disappointment and demanded the immediate transfer of RDC Balwaniregha Denis Ephraim. They argue that his conduct has compromised the trust and confidence people have in his office, making it difficult to believe that the electoral process will be fair.

Many community members have stressed the need for public officials to uphold the law and remain non-aligned, especially as Uganda approaches another critical election period. The people of Sironko say they deserve a transparent and unbiased environment in which all political aspirants are treated equally.
