Digital Shift and Transparency! UCC’s New Direction for Suppliers

At the Suppliers’ Conference held earlier today, the Executive Director of the Uganda Communications Commission (UCC) highlighted the important role suppliers play in the Commission’s work. He explained that suppliers are not just service providers, but key partners who help UCC achieve its goals. This message set the tone for a more collaborative relationship between the Commission and those who support its operations.

He pointed out that procurement takes up more than 70% of UCC’s total budget, making it the largest area of spending. Because of this, procurement is treated as a critical function within the organization. It is now represented at the top management level and operates under the direct supervision of the Office of the Executive Director. This change is meant to improve accountability, strengthen oversight, and ensure that all procurement activities align with UCC’s overall mission.

The Executive Director also addressed common concerns about public procurement. He reassured suppliers and stakeholders that UCC is fully committed to transparency, fairness, and following the law. He emphasized that the Commission works closely with oversight institutions to ensure that all processes are clean, open, and trustworthy. This commitment is aimed at building confidence among suppliers and the general public.

Looking ahead, UCC plans to fully digitize its procurement system by the end of the year. This move is expected to make processes faster, reduce delays, and lower the cost of doing business for both the Commission and its suppliers. It will also make it easier for suppliers to participate in opportunities without unnecessary barriers.

In addition, procurement is being seen as more than just a purchasing process. The Executive Director described it as a tool for socio-economic transformation. Through procurement, UCC hopes to support innovation, promote social inclusion, and ensure better value for money for all Ugandans. This approach shows that procurement can have a wider impact beyond the organization itself.

He concluded by noting that the conference is an important step toward building stronger and more transparent partnerships. It also creates a platform for open discussions, feedback, and shared responsibility. By working together, UCC and its suppliers can improve service delivery and contribute to national development.
