Moyo Health Official Under Investigation After ‘Not for Sale’ Drugs Recovered from Private Facility

Police in Moyo District have launched investigations into the suspected illegal possession and sale of government medical supplies after a raid on a private clinic led to the recovery of drugs and other health items marked as government property.

The operation followed intelligence reports from a reliable source indicating that government drugs were allegedly being sold at Country Medi Care, a private health facility in Moyo District. The clinic is reportedly owned by Moses Ogwal, who also serves as the medical practitioner in charge of Lefori Health Center III, a government health facility.

Acting on the information, a team of police officers, working together with officials from the Resident District Commissioner’s (RDC) office, carried out a search at the clinic on June 29, 2026. During the operation, investigators reportedly recovered several medical items bearing inscriptions such as “Government of Uganda” and “Not for Sale,” raising concerns that government supplies may have been diverted from public health services.

Among the items recovered were a PPD register, a laboratory register, 15 cannulas, two boxes of laboratory slides, three vials of lignocaine, and several other related medical supplies. The recovered exhibits were documented and taken into police custody as investigations commenced.

Police arrested two suspects identified as Oloya and Okello in connection with the case. Another suspect, Ogwal, who owns the private clinic and oversees Lefori Health Center III, is being sought by investigators and was reported to still be at large at the time of the report.

Authorities registered the case under Moyo CRB 171/2026 on charges related to possession of government stores. Statements have already been recorded from the complainant and several witnesses to support ongoing investigations.

Investigators are now focusing on establishing the exact source of the recovered medical supplies and determining whether government resources were illegally transferred from public health facilities to the private clinic. Police are also planning to arrest and interview Ogwal to help clarify the circumstances under which the items ended up at Country Medi Care.

North West Nile Regional Police spokesperson SP Collins Asea said investigations are ongoing and assured the public that all individuals found responsible will face appropriate legal action. The case has sparked concern among residents, with many calling for stronger oversight of government medical supplies to ensure that medicines intended for public health facilities reach the people they are meant to serve.

As investigations continue, authorities say more arrests and charges could follow depending on the findings. The recovered exhibits remain in police custody as detectives work to uncover the full extent of the suspected diversion of government medical supplies.
