Kamuli Road Scandal! Ex-District Engineer Remanded of Causing Government Losses Through Irregular Payments

A former Kamuli District Engineer has been remanded to prison after appearing before the Anti-Corruption Court over allegations of embezzling more than UGX600 million meant for road rehabilitation and maintenance activities.

Mufumba Daniel, who previously served as the District Engineer of Kamuli District Local Government, was arraigned before the court on charges of abuse of office and causing financial loss. His arrest and court appearance followed investigations by the Anti-Corruption Unit, working together with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions.

Mufumba, who had reportedly been on the run, becomes the latest official to face charges in the case involving the alleged misuse of funds meant for improving roads in Kamuli District.

He joins his former colleagues, including Mukiibi Nasser, the former Chief Administrative Officer (CAO), and Kifuuse Alex, the former Chief Finance Officer (CFO), who had earlier been charged over the same matter.

According to investigators, the alleged offences took place between May and June 2025 when the accused were serving in their respective positions at Kamuli District Local Government. They are accused of abusing their authority by approving and processing payments that allegedly caused financial loss to the district.

The investigations indicate that more than UGX600 million was allegedly mismanaged through irregular payments made to several suppliers, including Raven Knights Ltd and Total Uganda Limited.

The money was intended to support road rehabilitation works on the Nawanyago-Kisozi Road, including the purchase of fuel, construction materials, diversion and traffic control signs, allowances, and other requirements needed for the maintenance project.

Investigators further allege that Mufumba Daniel personally benefited from the funds after receiving part of the money as one of the suppliers involved in the transactions.

The Anti-Corruption Court has since remanded Mufumba until July 10, 2026, as investigations continue. Authorities are expected to present more evidence as they pursue the case against the former district officials.

The case highlights government efforts to strengthen accountability in the management of public resources, especially funds allocated for infrastructure development. Officials involved in the misuse of public money continue to face prosecution as authorities work to recover lost funds and ensure that government programmes benefit citizens as intended.
