Kira Divisional Police have opened an investigation following the tragic drowning of a two-year-old child in Wakiso District. The deceased, identified as Apio Elsie, is the daughter of Oki David, a pharmacist and resident of Kira Cell, Kira Division, Kira Municipality. Police say that the incident occurred on 16th December 2025, when the father had taken his twin children, both aged two, to play near a neighbor’s unfinished building.
According to preliminary reports, the father returned home with the children before leaving briefly, during which time the tragedy occurred. About an hour later, he received a call from his wife asking about their whereabouts. Upon returning, he found his wife and neighbors rushing to the construction site, where Apio Elsie was discovered dead, floating in a pool of water that had collected in the under-construction swimming pool. Police were notified, examined the scene, and conveyed the body to the KCCA Mortuary.
Authorities are appealing to parents, guardians, and caretakers to exercise extreme caution and ensure children’s safety, particularly around unfinished buildings and water-filled areas. Police emphasized that even short moments of unsupervised play can lead to devastating accidents, and they urged communities to be vigilant to prevent similar tragedies in the future.
