Judiciary Driver Stanley Kisambira's Lawyer Writes to Judiciary PS over Allegations of Misconduct of their Client.

Centre for Legal Aid Lawyers representing Stanley Kisambira have written a letter to the Permanent Secretary/ Secretary to the Judiciary, Puis Bigirimana in response to allegations of misconduct levied upon their client.

Kisambira is accused of threatening to cause an accident and kill a judge over little pay, through an audio clip that went viral on social media. He was detained by Police and released on bond on Tuesday.

In a May 16th letter by PS Bigirimana to Stanley, he wrote, “Inciting violence and threatening to intentionally cause an accident is unprofessional, criminal and punishable in the strongest terms. In addition, uttering false information that you are only paid Shs200,000 contravenes Section F-r of the Public Service Standing Orders."

In response to the Judiciary, Kisambira's lawyers responded saying, “Our client accepts no liability whatsoever for the contents or circulation of the audio clip at issue. A private communication contains protected political opinion and does not reasonably imply what you allege (incitement to violence, threatening accidents, uttering false information, etc). As you rightly stated, “[our client] did the right thing to express [his] dissatisfaction."

“Kindly take note that our client enjoys absolute immunity under the law to freely express his dissatisfaction in a peaceful manner, without fear of retaliation or victimisation by his employer or the State.." the letter added.

The lawyers urge the Judiciary to terminate this travesty of Justice and immediately provide their client a decent package of appropriate interventions to address his dissatisfaction.
