Tension In Parliament As Attorney General Questions Parliament Over Shs 532M Spent On Fencing Speaker Anita Among's Residence.

Ugandan Parliament has again been put on spot after Attorney General wrote to Clerk to parliament asking to avail him with information relating to procurement process and procedures used in awarding contract of supplying and installing of firefighting equipment, electrical razor fence equipment and compound Solar lights system.

 According to the letter seen and obtained by this website dated On 2th July 2023, Under the reference no. POU/NCONS/2022-2023/01569, the Attorney General Queried how the speaker of Parliament's private home in Bukedea district was fenced and lighted with solar system at a cost of Shs532,243,720 which attracted the Attorney General's attention and wrote to clerk to Parliament the procurement process and requested for the signed coy of the contract .

The letter indicated that, the documents provided showed that the contract was awarded at the contracts Committee meeting held on 20th June 2023, and the provider's bid is valid until 4th September 2023.

The documents also shows that the method of procurement used was direct Procurement based on the urgent need for the above items requested considering the security of the person and family of the speaker.

Further more, the contract price was obtained through market survey by sampling potential market, that is to say, MS Booth Fire Services Limited, M/S Cloudeswic Fire and Safety and M/s Quick Fire Services therein and the principle of time value of money.

The funds for the procurement are available as per Procurement Form 5 reflecting an estimated budget of Shs 532,243,720. the letter stated.
