Crisis in South Sudan; Security Halts All Movement Of Passengers, Vehicles.

south Sudan people are now facing a mini lock-down as all pedestrians, cyclists, motorists, taxis, minibus, bus passengers commercial trucks, bus drivers, lorries, and fuel truck drivers are prohibited from entering the capital city of Juba through Nimule highway and other roads.

This followed the notice issued by South Sudan's Commander in Chief of Peoples' Freedom Movement Col.Philip Omon Bartholomeo dated on Friday 26th April 2024 to all road users within the Republic of South Sudan.

 
The notice also warned civilians about risking their lives by boarding a military van while traveling between Nimule and Juba through any roads.
 
''Any person who will contravene these orders shall be considered by the People's Freedom Movement for an enemy on surveillance, and the PFM Forces along the highway and those other roads leading to Juba will have no reason to spare such a person'' The notice reads in part.

The notice also indicated that any passenger, vehicle, commercial, or fuel truck shall only travel upon receiving permission from the PFM commander to use roads.

 
The army has also been prohibited from accompanying the passenger's trucks while traveling between Nimule and Juba or other states within the Republic of South Sudan.

The South Sudanese government has failed to meet critical milestones set out by the peace deal including legislative and institutional reforms ahead of the end of the transitional period and general elections set for December 2024.

According to Human Rights Watch report 2024,South Sudan passed a series of national laws linked to the implementation of the peace deal and ratified several international instruments. In January, parliament passed the act for a constitution-making process, but progress toward the creation of a new constitution stalled due to a lack of commitment and delays in setting up related mechanisms, among other factors.

The Ministry of Justice prepared legislation for the Commission for Truth, Reconciliation and Healing and for the Compensation and Reparations Authority, but at time of writing, the legislation has yet to be presented before parliament. No steps were taken to establish the Hybrid Court for South Sudan provided for under the peace deal.
