Government Extends Staff Contracts Of Rationalized Agencies.
Covernment through the permanent secretary ministry of public service Catherine Bitarakwate Musingwiire has issued guidelines on the management of the staff contracts in agencies under the rationalization of government agencies and public expenditure whose bills are still pending legislation in Parliament.
A total of 40 bills were drafted and submitted to parliament for legislation of which only 23 were passed and 17 bills are still pending.
This was after Cabinet approved structures to support the implementation of the Rationalisation of Government Agencies and public Expenditure (RAPEX) .
However, Government has noted that, for institutions whose Bills under rationalisation of government agencies have not been passed extend contracts for the staff that are about to expire up to 30th December 2024 to allow for the finalisation of the legislation process.
Government has also guided that, for clearance and award of contracts should be done in consultation with the Attorney General and the Ministry of Public Service .
Any additional recruitment of new staff during this period is prohibited the statement issued to ministers, permanent secretaries and directors of the affected ministries.
On February 2nd, 2024, the NRM Parliamentary Caucus at State House, Entebbe, endorsed the Rationalisation of Government Agencies and Public Expenditure (RAPEX), a plan to streamline government agencies and spending.
