I Won't Allow Any Rotten Staff at UBOS- ED
The Executive Director of Uganda Bureau of Statistics (UBOS) Dr Chris Mukiza has categorically stated that he will not allow any rotten staff to continue working with UBOS under his management. The tough Dr Mukiza revealed this while having an exclusive interview with Spyreports at his office at UBOS house in Kampala. "UBOS is a very sensitive institution which government depends on in matters of Statistics so we can't employ or retain any rotten staff," he says during an interview.
He further says that when a farmer has a basket full of mangoes and few of them are rotten, they will make others get rotten with time.
Dr Mukiza says, he must make sure he cleans UBOS before he leaves office. "Corruption at UBOS must faze out before I leave," he stated adding that whether you have attachment from big people or not.
He says when he got into the office of the Executive Director of UBOS, he found a lot of rotten mangoes with in the system. "Those rotten people have been in the institution for a long time and were making government lose billions of money in corruption sagas," he said adding that some of them had developed wings and they thought they were above.
He added that he had worked at UBOS for many years before he was appointed ED. "I worked at UBOS in different capacities before I was appointed ED, so I knew where the rotten mangoes were," he revealed. He added when he got to office, he applied means of wiping out corruption at UBOS. "Corruption was high in the departments of Finance and procurement and my emphasis to clean the rot in those departments," He revealed.
He further says he made internal reshuffle across all the departments at UBOS to curb corruption, bribery, abuse of office among others.
"The reshuffle was to clean the rot and have a fully functioning system which is under my mandate as the ED," he stated. He added that some of the affected staffs who thought were untouchable at UBOS rejected the reshuffle and wanted to remain in their offices to continue promoting corruption which I rejected to. Some members included Dhikusooka Henry Munaba who acted as Principal Officer Risks and Compliance Management, John Mayende who headed the department of outreach and Quality assurance among others.
He further stated that disciplinary action was taken against them, and were suspended.
He further says that earlier in 2017, the office of IGG had started investigations on Dkikusooka over forgery of academic papers.
In IGG's letter dated 15th March 2017 which obtained a copy states " The inspectorate of Government received a complaint with allegations that Mr Dhikusooka the head of procurement at UBOS holds a forged academic documents, "Reads part of IGG's letter. The letter further stated that he is not qualified to head procurement. "The name of the certificate is Dkikusooka with graduation date 27th April 2000," States part of the letter. It further said the transcript is Dsikusooka Henry Munaaba with graduation date 6th October 2000.
The IGG letter further stated that when compared with other transcripts of the same period, the academic Registrar's stamp is not similar with that on his documents.
In IGG's Conclusion remarks she stated that "it is therefore recommended that Mr Dhikusooka Henry Munaaba should be re-designated to a position where he best fits," said IGG Iren Mulyagonja Kakooza.
