IGP Blocks CID From Investigating Money Related Cases.
The Inspector General of Police Martin Okoth Ochala has blocked the Directorate of Criminal Investigations (CID) and crime Intelligence from investigating money related cases, SpyReports has exclusively learnt.
According to sources from Police headquarters in Naguru, the police chief issued instructions to CID and CI last week.
"We received instructions from IGP not to investigate money related cases anymore," Says a senior police detective attached to Old Kampala Police Station.
The detective says IGP said all the complaints in those matters should be referred to courts of law especially under small claims.
"The IGP in his instructions say all evidence in money related cases like agreement, receipts among others are civil in nature," Adds another police detective at CID Kibuli.
She says IGP said police should advise people to use courts to recover their money.
"Police is not a recovery institution for people. Its court that can recover people's money," Another source quoted IGP saying.
Another source says prior to IGP's instructions, he had received information saying that from the public claiming police had Become a debt collector institution.
"Police officers have a habit of demanding share before they arrest a person in money related cases and when you refuse to give police officers a huge share, they can't work on your case," a city Businessman informed IGP.
Sources further say IGP had received information how corruption had penetrated police using such vices.
"I haven't received that information yet but am going to contact Director CID to know if IGP issued such a directive,” says police spokesperson Fred Enanga.
