Parliamentary SACCO on Spot for Encroaching On Wetlands.
The Parliamentary Sacco which is the biggest saving organ for all members of Parliament has been accused for encroaching wetland and sells plots of land to its members, Spyreports has exclusively learnt.
According to credible information obtained by this investigative website, the encroached wetland is located at block 180 Kitukutwe village Kira Municipality in Wakiso District.
The information which further gathered indicate that at around 2018, the Parliamentary Sacco bought land in Kitukutwe and started selling plots of land to some members of Parliament at reduced prices and some of them constructed some posh houses.
"At around 2018, Parliamentary Sacco bought land in Wakiso totaling to over 70 acres with the aim of selling plots to its members who are MPs," Says one of the members. He however says big part of the land was located in a total wetland.
"We were informed by our Sacco Executive Director that Parliamentary Sacco bought land and members can get plots at a cheaper price and even can pay in installment," Says another Member of Parliament. She adds that some members were happy with project and went on the ground to inspect the land before they could pay for plots.
"When we visited the land, we got shocked when we found out that half of the land was located in total wetland and we refused the place," Reveals another Member of Parliament who also doubles as the Sacco Member.
"Parliament is the law making organ in Uganda and we are against Environmental degradation so how can we buy plots and are located in total wetland. If we build houses and it rains where shall we pass?," Says another member of Parliament.
"We cannot accept the Temangalo saga to happen in Parliament. Parliamentary Sacco must explain why it bought wetland yet it illegal to construct in wetland," Another Member explains.
Another Member of Parliament whom we interviewed on Friday says some members who against idea did not come back to Parliament in 2021 general elections.
The Insider in Parliament told us after 2021 elections, the new members who came to Parliament were convinced that Parliamentary Sacco bought land and members can acquire plots and pay in installments. "Some members paid their money before visiting the place and allocated plots that were situated in wetland," Says another Member of Parliament.
She adds by the time they realised they bought in wetland it was too late for them. The member says they had no option but go ahead and construct house in wetland.
Another insider in Parliament says when Sacco realised it bought a wetland and any time they will be called to account in case members complain, they even constructed a police post to protect them.
When we contacted Hon. Silas MP for Kumi, who also doubles as the board Member for Parliamentary SACCO for his comment, he says Parliament bought a hill not a wetland.
"Parliament is lawmaking body and it can't buy a wetland knowing that construction in a wetland is illegal," He says during a telephone interview with Spyreports.
When we reached CEO of parliamentary Sacco for a comment he say "Am not going to comment on that issue but you can go and write what you want," he says as he switched off his phone.
The Parliamentary Sacco Consultant Mr. Tukundane Francis when called for his side of the story he confessed that some part of the land they bought was in wetland. "Yes it is true that some part of our land is in wetland but not all," he says.
When we contacted NEMA Executive Director Mr. Akankwasa for his side he says NEMA is not aware of that land because it is not in their system.
Some of the Members who have constructed some houses in the said land include Hon. Awiki for Kabelamaido and Hon. Rose Akollo Minister for Ethics and Integrity among others.
Recently Parliament sent a team of members to inspect areas have been degraded by members of public in Kajjansi. It is also understood that in April, Parliament is going to pass a heavy law on environmental crimes.
