Principal Human Resource Officer in Pader District Faces Arrest Over Corruption Allegations

The State House Anti-Corruption Unit, in collaboration with the Police, has taken action against the Principal Human Resource Officer of Pader District, Aber Nancy, due to irregular payments related to pension and gratuity funds. It is alleged that during the Financial Year 2017/2018, the Ministry of Finance allocated UGX 2 billion for pension and gratuity payments to the verified and approved list of pensioners in Pader District.

However, instead of disbursing the funds accordingly, Aber Nancy reportedly withheld payments from 19 pensioners who refused to pay bribes. In the subsequent financial year of 2019/20, she made unauthorized payments to some pensioners, such as UGX 68 million to one individual instead of the approved UGX 28 million, and only UGX 21 million to another person instead of the approved UGX 48 million.

Furthermore, there are reports that many pensioners have been unable to access their rightful payments due to a lack of cooperation. In a shocking discovery, it was revealed that Aber Nancy has been making salary payments to four ghost persons who passed away two years ago.

Investigations into these corrupt practices are still ongoing, and it is hoped that justice will be served to ensure transparency, accountability, and fair distribution of public funds.
