Gov’t Implements New Salary Structure

The Ugandan government has implemented a new salary structure for the financial year 2023/2024, providing salary enhancements to specific categories of public officers. 

The beneficiaries of the salary enhancements include aviation staff such as pilots under the Uganda Police Force, Soroti Flying School, and the presidential crew. Legal professionals working under the Ministry of Justice and Constitutional Affairs also received salary increments. The circular announcing the salary enhancements was released on June 30, and the instructions came into effect on July 1.

The government has allocated a total of Shs7.2 trillion for the wage bill in the current financial year, representing an increase of Shs912 billion from the previous year. Within this budget, aviation staff members are set to receive significant salary enhancements, with some individuals earning as high as Shs10 million per month. Similarly, legal professionals in the Ministry of Justice and Constitutional Affairs will see their salaries increase, with increments ranging from Shs5 million to Shs1.8 million.

Notably, the presidential aviation crew and other aviation staff members, who have traditionally been among the highest earners in the civil service, will once again benefit from salary enhancements. The lowest-paid aviation staff will now earn Shs4 million, while the executive director of the presidential crew will receive Shs32 million, up from Shs22.5 million previously.
