IGG to Present a Report to Parliament Highlighting Mismanagement in NSSF

The Inspectorate of Government is expected to present a report to parliament regarding investigations into allegations of mismanagement, abuse of office, and corruption at the National Social Security Fund (NSSF) in Uganda. The report is a top priority on today's parliamentary agenda. The former Managing Director of the NSSF, Richard Byarugaba, and the director of finance, Stevens Mwanje, are specifically accused of causing a financial loss of Shs 5 billion.

During a previous media briefing, the Inspector General of Government (IGG), Betty Kamya, revealed that the duo irregularly authorized the payment of Shs 4.4 billion to several staff members who exited through early retirement. The IGG's report also highlights Byarugaba's involvement in the resignation of two board members, which allegedly resulted in a cost of over Shs 600 million for the Fund.

As a result, the report recommends that Byarugaba and Mwanje either refund the misappropriated funds or face prosecution. However, Byarugaba has indicated that he is considering appealing this recommendation, arguing that the board payments were authorized by the minister and approved through a board resolution.
