Rationalization Of UCDA- President Museveni Speaks Out.
President Yoweri Kaguta Museveni has defended the Rationalization of Agencies noting that, "Some agencies were created when our economy was struggling and salaries for public servants were low. Today, some of these agencies remain redundant and irrational. Rationalization is aimed at streamlining their roles for a more effective public service."
Why Agencies Like UNRA and NAADS were Created
"We established agencies like Uganda National Roads Authority (UNRA) and National Agricultural Advisory Services (NAADS) to fast-track certain projects. However, despite higher pay for these agency workers, results have been limited." Operation Wealth Creation (OWC) Results "In 2013, 68% of Ugandan homes were outside the money economy. That’s why I launched Operation Wealth Creation (OWC) to provide seedlings and resources directly to farmers. Today, 67% of households are now in the money economy, a big milestone." The president said.
He said,the sustained lies about the policy of the rationalization of the parasitic Agencies that are also irrational, follow that logic.
The president quoted the bible which says, in the Church of Uganda Prayer Book, page 30 that “Balenkanga bye basanidde okukola, n’bakola byebatasinidde okukola, na amazima tegari mubo.” which is translated in English that, “they left undone what ought to have done and they did what they ought not to have done and there is no truth in them.”
Addressing Issues in OWC and PDM "Complaints about OWC distributing low-quality or poorly-timed materials led us to create the Parish Development Model (PDM), allowing people at the parish level to buy their own supplies. PDM provides the first low-interest credit for Ugandans."
Rationalization in the Dairy Sector.
"It is untrue that Uganda’s dairy industry depends on agencies like the Dairy Development Authority (DDA). Before our interventions, milk production was only 200 million liters a year. Today, we produce 5.3 billion liters because of NRM's focus on dairy development." Coffee Revolution Driven by NRM "Uganda now exports 9 million bags of coffee annually, up from 2 million bags in 1986. While this earns USD 900 million, we aim for more by adding value to our coffee before export. Currently, exporting unprocessed beans benefits countries like Germany more than us." Expanding Agricultural Cash Crops "Our cash crops now include not only coffee, tea, and tobacco but also maize, bananas, fruits, milk, beef, and many more. We don’t need an agency for every crop. Rationalization ensures we’re efficient and impactful."writes president Museveni.,
Rejecting Tribalism in Economic Development
"We’ve developed industries across Uganda, with many in Buganda. Tribalism has no place in our development plans. These projects directly benefit local communities if leaders encourage participation." The Cost of Raw Coffee Exports "Uganda gets USD 900 million from coffee exports, but we are left with depleted soil nutrients. By processing coffee locally, we can retain more value. While Germany earns USD 65 billion from coffee, Africa’s share remains a small USD 2.5 billion."
