UNBS Executive Director Admits to Bribing Board Members to Keep Job

The Executive Director, Uganda National Bureau of Standards UNBS, David Livingstone Ebiru, has admitted to bribing the UNBS Board with Shs100m to prevent the termination of his contract of service.

Ebiru made the revelation while appearing before COSASE which is scrutinising the Auditor General's report for the FY2021/2022.

Members of the Parliamentary Committee on Commissions, Statutory Authorities, and State Enterprises COSASE made serious allegations against David Livingstone Ebiru, the Executive Director of the Uganda National Bureau of Standards (UNBS). They claim that Ebiru misappropriated a significant amount of Shs12.5 billion without the necessary clearance from the Secretary to the Treasury and approval from Parliament.

COSASE further questioned Ebiru on the expenditure of 27.3 billion shillings without authorization from Parliament. In response, the Executive Director argued that the funds were not used as a “bonanza,” but rather urgently required to prevent substandard goods from entering the country.

While appearing today before the committee chaired by Hon Joel Senyonyi, the Member of Parliament Nakawa West constituency, in response to the queries raised by the Auditor General's report, the UNBS ED, David Livingstone Ebiru, admitted to bribing the UNBS Board with Shs100m to prevent the termination of his contract of service.
