Stop Asking Public for Facilitations in your Investigations; Director Magambo Warns CID Officers.

The Director of Criminal Investigations in the Uganda Police Force AIGP Tom Magambo has warned all his investigators that they risk being arrested and charged if found out that they still ask for facilitations from the public while doing investigations. 

Magambo revealed this yesterday at  CID headquarters in Kibuli at a function where over 100 officers were promoted and we're being pipped with new ranks. "Be humane in your work by serving this country with one heart and it's from there that you will earn integrity,"says Magambo. Magambo added that as the top management of CID, they are ensuring that transition and social, economic transformation of officers is worked on so that an investigator is well equiped with everything so that he or she doesn't get a mindset of asking for a bribe. "To have quality investigators, you must work on their environment and ensures it's favourite for them," adds Magambo. 

Director Tom Magambo revealed that amongst the environment they are working on is to ensure Health Care,  of officers and their families, education of officer's children and also ensure that an officer goes home at least with a "kavera" of bread, sugar and other home things. Magambo also urged his officers to have side businesses away from their salary saying that it's one of the motivational factor in ensuring that mindset change is achieved. "Any investigator who is always worried about how the day will end because he got a salary loan and his remaining balance of the salary can't be enough for him and family can't give you proper results from his investigations,"adds Magambo.

Director Magambo also said that as top management at CID, they started ideological and capacity development courses to change the mindset of officers country wide and so far those that have finished these courses which take two and half months have changed and we are seeing different officers. Magambo also said that on top of preparing our investigators with mindset change and capacity development courses, the directorate is soon setting up digital equipments at our headquarters to monitor, and  handle investigations since criminals have also moved and shifted to digital. "We are moving to digitalization of handling investigations and we are setting up our own machines to detect and investigate our cases," added Magambo.

The CID Director also told us how they are putting up a call center where Ugandans will be able to call Incase there is a complain against any CID officers and be helped. Magambo also revealed how he came to learn that officers have not been getting leave from work adding that a detective can take almost ten years and above without getting a leave which puts him or her in a situation if not understanding the impact and influence of a family while doing his or her work. He said that he has already witnessed challenges where an officer dies and he has no home which portrays the name of the police as an institution but also his own name.

Magambo said that, the top management at CID headquarters has come with a strategy that all officers MUST get leave, go and prepare their  homes which also act as thier burial ground.  However Magambo said that so far due to the ideological and capacity development courses investigators have undergone, they are demonstrating that they can investigate anybody and any case in the country. "My first challenging Case was that of iron sheets but I worked with my team and also our good office of the DPP and we finished the investigations in one month,"says Magambo. 

On her part the Director of public prosecution DPP Jane Abodo Francis urged investigators to look for evidence in their investigations to allow DPP prosecute easily. "Please, look for evidence in your investigations to allow me prosecute easily,"says DPP Jane Abodo
