Uganda Ready For January  CAADP Summit -Minister Frank Tumwebaze

The minister of Agriculture, Animal Industry and Fisheries (MAAIF) Hon Frank Tumwebaze has assured Ugandans on preparednesd for Uganda’s hosting of the African Union Extraordinary Summit on the Comprehensive Africa Agriculture Development Programme (CAADP) scheduled for 9th – 11th January 2025.

 In 2003, the African Union Heads of State and Government adopted the CAADP as the framework of action for agricultural transformation across Africa.

" The CAADP is one of the major strategies towards realization of the African Union’s Agenda 2063 – The Africa We Want, under which the Programme contributes specifically to Aspiration Number 1 – A Prosperous Africa, Based on Inclusive Growth and Sustainable Development. As a result of implementing the CAADP, we envisage modern agriculture for increased productivity and production across the continent". The minister said.

 The CAADP is implemented through ten-year successive Strategies and Action Plans, with the first one being adopted in Maputo (Mozambique) in 2003 and the second in Malabo (Equatorial Guinea) in 2014 for the period 2015 – 2025.

The third will be adopted during the forthcoming Summit in Kampala, Uganda.

In November 2023, Uganda represented by the Minister of Agriculture, Animal Industry and Fisheries was elected to chair the African Union Specialized Technical Committee on Agriculture, Rural Development, Water and Environment (STC-ARDWE). One of Uganda’s key deliverables during its tenure as Chair (that is, up to November 2025) is to oversee the development of the CAADP Strategy and Action Plan 2026 – 35, and the Kampala CAADP Declaration, both of which will be adopted at the African Union Extra-Ordinary Assembly of Heads of State and Government to be hosted in Kampala on 9th – 11th January 2025.He added.

The structure of the ExtraOrdinary Summit will be: ➢ 9th January 2025: Meeting of Ministers responsible for Agriculture

➢ 10th January 2025: Meeting of Ministers of Foreign Affairs with Ministers in charge of Agriculture

➢ 11th January 2025: Extra-Ordinary Summit of Heads of State and Government

The Extraordinary Summit will be attended by all the African Union Member States at Head of State and Government level or their delegates; and attract at least two thousand (2,000) participants including agricultural practitioners, researchers, development partners, and the media.

This will run under the theme of the CAADP Strategy and Action Plan 2026 – 35 and the Assembly is: “Sustainable and Resilient Agrifood Systems for a Healthy and Prosperous Africa.” As part of the Summit, the Government of Uganda and the African Union Commission (AUC) will host two major side-events on “Women and Youths in Agrifood Systems” and “Refugees/Forced Migration and Agrifood Systems in Africa”.added Hon minister.

 Uganda’s preparedness to host the Summit in January 2025 Colleagues and friends, following the decision of the February 2024 African Union General Assembly held in Addis Ababa - Ethiopia to host an extra-ordinary summit to consider and adopt the post-Malabo CAADP agenda, Government through the Ministries of Agriculture, and Foreign Affairs commenced preparatory works including presentation of a Cabinet Paper on 30th September 2024, constitution of the National Organizing Committee, and invitations to the African Union Heads of State and Government for the summit as well as Ministers responsible for Agriculture and Foreign Affairs.

"The technical documents (CAADP Strategy and Action Plan 2026 – 35, and the Kampala CAADP Declaration) have already been concluded under the leadership of the African Union Commission; and were adopted by AU Member States for presentation to the Assembly by the Ministerial Segment of the STC-ARDWE on 25th October 2024, which I chaired. This summit builds on recent ones like the Non-Aligned Movement (NAM) and G77+China which we hosted in January this year. Therefore, Uganda has built strong capacity in terms of facilities, infrastructure and technical expertise to host big international events. The event will also provide Uganda with an opportunity to further boost our credentials to host conferences and a tourism and investment destination while also remaining as a key reference point for the continent for the next decade through the ‘Kampala CAADP Declaration".Hon Tumwebaze said.

He however appealed to Ugandans, to show to the visitors the hospitality that Uganda is known for but also use this opportunity to promote our Country as an investment and tourism destination.

" To the farming community and actors along the various agricultural value chains, such engagements present opportunities for opening up regional and international markets. It is therefore, important that we prepare ourselves to take advantage of these emerging" He appealed .
