What You Need To Know About The  19 Signed Into Law Bills.

President Museveni has signed into law 19 bills, among which include; the Income Tax dropping Government’s initial proposal to impose a 5% gains tax on sell of land in cities or municipalities except the principal place of residence; and rental property that is subject to rental tax has finally been dropped.

The Value Added Tax Amendment Act 2024

The signing into law the Value Added Tax Amendment Act 2024 by President Museveni will give URA powers to collect VAT on donated goods or services given by an employer to an employee., while the President also approved the increasing the threshold for claiming for refund of overpaid tax from Shs5,000,000) to Shs10M. Gov’t had initially proposed the threshold to be increased to Shs50M, but MPs rejected the rate, saying it would negatively affect businesses.

The National Youth Council (Amendment) Act 2024

The President has also approved the merging of the; National Youth Council, National Women’s Council, Children’s Council, National Council for Older Persons, and Council for Persons with Disabilities into the National Secretariat of the Special Interest Groups, that will be housed at the Ministry of Gender, Labour and Social Development Hon Betty Amongi has informed Parliament that the Councils for the special interest groups haven’t been disbanded, but rather, they will be split into departments and they will each have powers to make their budgets.

 The Non-Governmental Organisations (Amendment) Act 2024

President Museveni also signed into law the Non-Governmental Organisations Amendment Act 2024, scrapping the NGO Board and returned its mandate of overseeing operations of NGOs, back to the Ministry of Internal Affairs.

The Uganda Registration Services Bureau (Amendment) Act 2024

President Museveni also signed into law several raionalisation bills including; the Uganda Registration Service Bureau Amendment Act 2024 and the Registration of Persons Amendment Act 2024. These signal the transfer of mandates to conduct civil marriage & registering other marriages to National Identification and Registration Authority(NIRA) Gov’t argued that the move would allow Uganda Registrtion Services Bureau (URSB) focus on its core role of business registration.
