Electoral Commission Launches Strategic Plan & Roadmap 2026
Justice Byabakama Mugenyi Simon, Chairperson of the Electoral Commission, delivered a keynote address at the launch of the Electoral Commission Strategic Plan 2022/2023 - 2026/2027 and Roadmap for the 2025/2026 General Elections on August 2nd, 2023, at Hotel Africana in Kampala.
He expressed gratitude to the Rt. Hon. Prime Minister for presiding over the event and thanked all attendees for their presence. He acknowledged the challenges faced during the 2020/2021 General Elections due to the COVID-19 pandemic and highlighted the strengths and weaknesses identified in the post-election evaluations.
The Strategic Plan and Roadmap aim to improve operational efficiency, stakeholder participation, and organizational capacity. The Commission appealed for timely amendments to electoral laws and approval for the creation of administrative units. The projected cost for the 2025/2026 General Elections has significantly increased, and the Commission urges funding for pending electoral activities. Political parties are cautioned to follow regulated campaign programs.
Justice Byabakama Mugenyi Simon expressed appreciation for the support from the Government and Development Partners and called for continued funding to fulfill the Commission's constitutional obligations. He concluded with an appeal for constructive engagement in the electoral process.
The Prime Minister, Rt. Hon. Robinah Nabbanja while launching the Strategic Plan said, "the Office of the Prime Minister will make sure that the required funds are released to the Commission to smoothly execute the activities as outlined in the Roadmap for the next general election."
"I implore all stakeholders to carefully examine all the timelines as outlined in the Roadmap, and work with the Electoral Commission to smoothly implement the electoral roadmap for 2025/2026 general elections," Rt. Hon. Prime Minister Nabbanja cautioned.
According to the Electoral Commission Secretary, Leonard Mulekwah; Demarcation of the electoral areas should be done by July 2024. "We expect the nomination of candidates for President to take place between 2nd October and 3rd October 2025. This is in line with the Presidential Elections Act," Mulekwah noted.
