Finance Ministry Tasks  Permanent Secretaries To Explain Delays On Project Payments.

The Ministry of Finance has tasked All accounting Officers and District, Chief Administrative Officers (CAOs) to explain what caused the delays in the payment of project salary to staff in not more than two weeks.

 
This followed reports of discrepancies in salaries and emoluments of project staff across various projects under the accounting officers' votes.
The letter signed by Patrick Ocailap on behalf of the secretary to the Treasury indicates that this issue has caused staff turnover in some projects that affected the project's implementation.

This has been attributed to corruption,nepotism  from government entities ranging from over payments of workers and irregularities in Human resource departments where some bosses recruit their relatives and pay them huge amounts of money while he formal employees are not paid in time and in the end government projects are not considered.

Some workers who prefered anonymity because of their jobs protection revealed to Spyreorts that they are intendig to petition the speaker of parliament Rt Hon Annet Anita Among seeking her intrervention.

In March 2023, Ramathan Ggoobi the Secretary to treasury wrote to Parliament notably indicating that, Godfrey Sseremba the Under Secretary in the Office of the Prime Minister; Leonard Mulekwa the Secretary to the Electoral Commission; Robert Mugaruru Ssemogerere the Under Secretary for Equal Opportunities Commission; and, David Livingstone Ebiru the Executive Director of the Uganda National Bureau of Standards (UNBS) had been relieved of their responsibility as Accounting Officers over unanswered audit queries.
