Ireland High Court Justice Benchmarks On Land Division's Jurisdiction And The Land Tenure Systems In Uganda
The High Court of Ireland Justice Tony O'Connor, accompanied by his son Mr. Tom O'Connor has visited the Land Division at Twed Towers, Kampala.
The purpose of the visit was to interact with Judicial Officers, gain insights into the Division's operations, and foster a deeper understanding of the Land Division's role in the Ugandan legal landscape.
The duo were welcomed by Lady Justice Alexandra Nkonge Rugadya, Head of the Land Division, who shared comprehensive insights into the Division's jurisdiction and the Land Tenure Systems in Uganda, among other topics.
Lady Justice Flavia Nabakooza Karungi offered insights on key topics such as the hierarchy of Judicial Officers, their recruitment process, and qualifications in Uganda. Inquiring about the Judiciary's plans for handling the growing population, Justice O'Connor was informed about efforts to increase the number of judicial officers, open more High Court Circuits, and set up regional Courts Of Appeal to enhance access to justice.
Justice O'Connor expressed appreciation for the opportunity to interact with Judicial Officers of the Land Division stating that it expands his mind and exposes him to new ideas.
However, Natukunda Janeva, the in-charge Deputy Registrar, briefed him on the crucial roles of the Division's Registrar, which include issuing summons, managing registries, hearing and deciding on interlocutory applications, and supervising staff among other responsibilities.
As a token of appreciation, Justice O'Connor was presented with gifts, including an African print bag, a decoration featuring a map of Uganda, and a symbolic horn, commemorating his visit to the Land Division. Present were; Kayondo Kabasinguzi Josephine (Acting Deputy Registrar), Kagoda Moses S. Ntende, and Okumu Jude Muwone (Assistant Registrar).
