Speaker Refuses Nandala Mafabi to Remove  Ssemujju Nganda as FDC's Whip in Parliament

The Speaker of Parliament has rejected the replacement of Hon Ibrahim Ssemujju Nganda as the FDC whip, being replaced by Hon Yusuf Nsibambi.

In a letter dated 16/08/2023 addressed to the Secretary General of the Forum for Democratic Change FDC party, Hon Nathan Nandala Mafabi, the Speaker of Parliament acknowledged the receipt of the former's letter replacing the Kira Municipality MP Ibrahim Ssemujju Nganda from the position of FDC party whip and appointing Yusuf Nsibambi.

The Speaker further acknowledged receipt of a petition from several MPs who belong to FDC challenging Ssemujju's removal on grounds that it was done in violation of the internal rules and procedures of the party. The petitioners state that they are members of the National Executive Committee of FDC and long standing members of the party. They assert that the decision cmmunicated to the speaker by the Secretary General FDC, Hon Nandala Mafabi was not in compliance with the internal party processes as there was no decision from the National Executive Committee, National Council or National Delegates Conference upon which a decision would be reached.

"The petition I received is essentially telling me that the party did not sit, through its organs, to take a decision to withdraw and replace the current whip. I also note that unlike the past on this occasion ne meeting of a party organ has been mentioned..." Speaker Among said.

"I am therefore unable to affect your communication until the matters raised by the petitioners have been resolved and a communication made to that effect to avoid legal consequences of the same and disruption of Parliamentary business," she concluded.
