Top Police Chiefs Face Jail Over  Ghost Officers

A section of top police chiefs based at Police Headquarters in Naguru are currently working and living under serious fear and tension after they landed on intelligence that CID Director AIGP Top Magambo and his team are storming their offices and pick them over allegations that they created ghost police officers in the force, Spyreports has exclusively learnt. 

According to highly placed sources based at Naguru and Kibuli, the officers who are lined to be arrested and prosecuted come from the directorate of Human Resource, Finance and Accounts, Logistics and Engineering and Human resource and training.

 "We can not reveal the particulars of top police chiefs because of their ranks and sensitivity of the matter but majority of them come from those departments," Claims a highly place police source.

The source says their file is ready and detectives are just waiting a final order. "When the final order comes, we shall storm their offices and pick them like chicken thievies," Says a trusted source based at CID headquarters at Kibuli.

Another reliable source revealed to us that ghost officers have been in police for over ten years now but it has been kept a top secret among top officials. "Most of the police officers had over stayed in one office for a long period of time and they knew how to cover up ghost in the force whenever the claim would come.

 They would silence anybody with that claim because of their to much powers," reveals a source based at Naguru.

The source says when the contracts of top police chiefs were not renewed and left the force the ghost claims came up.

When Afande Magambo took over CID office, he started receiving information of ghost police officers but he took his time to find the truth," Says a source adding that he has now compiled his information based on evidence.

 "We are now sure that police has ghosts and we know people responsible for that. It is no longer Lugambo," Another source was quoted saying.

 It is also on record that when Gen.Katsigazi was handing over the office Acting IGP and Deputy IGP to Abbas Byakagaba and James Achaya in Naguru few months aga, he said desertion in the force was on increase the reason why police is lacking man power.

Recently, the President also tasked CID boss AIGP Tom Magambo to arrest and prosecute all government officers involved in Ghost. President Yoweri Museveni has directed the Criminal Investigations Directorate (CID), to arrest and prosecute all government officials linked to ghost civil servants on the payroll.

 "The fight against corruption is not as difficult as people think. In the coming days, we are going to cause a lot of casualties among the corrupt people. I am going to write to CID to go for these people because this is not political,"President Museveni Said.

695 Police officers did not turn up for the verification exercise carried out by the Auditor General in 2023 making them potential ghosts.

 This is revealed in a police statement issued by Aggrey Wunyi, the Force’s Undersecretary on 12th March, 2024.

According to recent report 695 did not show up and should therefore report for the validation exercise being undertaken by the Ministry of Public Service on Friday, 15th March before they are deleted from the Payroll by this month, March, 2024.

They were required to report with Introductory letter signed by the DPC, a valid employee identity card, original and photocopy of national identity card, original and photocopy of academic and professional certificates, original and photocopy of appointment/ promotion letter, original and photocopy of confirmation letter, original and photocopy of current deployment letter and pay slip for December 2023 and January 2024 signed by the responsible officer.

 Majority of the potential ghosts are Police Constables who number 462, followed by Corporals at 89, Special Police, Sergeants at 43, Constables (40), AIPs at 24, ASPs at 18, and 2 SPs.
