UPDF Generals, Ministers Hinder Census Activities In Wakiso-UBOS Report Says.

The Uganda Bureau of Statistics and independent body responsible for conducting National Housing and Population Census in Uganda every after 10 years has said that some top UPDF Generals and and powerful cabinet Ministers staying in Wakiso district are hindering some census activities to be done in their areas of residences, Spyreports has exclusively established.

The shocking information was revealed by the Executive Director of UBOS Dr Chris Mukiza while opening the 9 days training of trainers at speke resort Munyonyo in Kampala on Thursday.

 Currently UBOS is in the process of mapping and listing of villages across the Country ahead of Census scheduled in May. "Some UPDF Generals and Ministers don't want listers to access their homes.

Some don't open their gates while others open their gates and send their dogs to bite our staff," Says Dr Mukiza without revealing the particulars of those UPDF Generals and Ministers.

He says so far two of their Listers have been bitten by dogs while on duty and this has slowed the exercise.

 "We shall need to use police in conducting this exercise because we shall not allow to lose people," he says.

"These people are elites and I don't know why they are doing this. Census is not politics but to provide data that helps government for easy planning," He revealed.

He added that so far 97.4% of the total villages have been mapped and listed and the remaining small percentage will be done by the end of April. Dr Mukiza also urged trainers that they should not estimate the population.

"I don't want estimation during this census. No body should be left behind. We shall do complete count," He sounds saying this will be the most transparent Census.

He further assured the District population Census officers that they will not receive any cash money during this exercise.

 "We shall use E-cash payment and the money will directly go to the beneficiary's phone which will be registered in his or her names," He revealed. He said that tablets which will be used in digital Census have been purchased and the last batch will be brought next week and software will be installed. He added that districts which still a lot of work to do include Kitugumu,Agago,Nwoya, Omoro, Sheema, Ntungamo, Mityana, Buvuma,Wakiso, Lwengo,Sembabule,Kween, Kumi,Zombo,Bundibugyo among others.

"You people who still have a lot of villages to list what is the problem," he asked saying that they have been given an ultimatum of one week to complete their work.

"If those villages that have not been listed do not exist tell us and we inform Ministry of local government such that they can be deleted from the map of Uganda," he says.

He also urged the trainers to be attentive enough such that they have what to train others. He also asked them not to distort information.

 "You are going to train people who will be on front line so you must learn a lot from here," he says. He also urged Census commissioners in the district not to collide with District Census officers.
