War At Trade Ministry As Top Bosses Clash With PS Ssali Over Empowering Juniors To Handle Their Offices

A serious and unending war has erupted at the Ministry of Trade Industry and Cooperatives as top bosses accuse the under-fire Permanent Secretary Geraldine Ssali over empowering junior staff and intern students to run the Ministry without experience and knowledge, Spyreports has learned.

 According to our sources, under fire PS Ssali, has created illegal departments at the Ministry where she puts her close people who also work as her spies to supervise the top bosses.

 Insiders say some of the people who have no experience but have taken over the Ministry are Enid Kyomugisha Balaba who works as Ssli's PA. "This woman just works as PA but she has all the powers to do everything she wants at the Ministry," Says a senior staff. She adds that she blocks senior staff from accessing PS's office claiming they don't have an appointment with her.

Insiders say another person who has been empowered with  extreme power at the Ministry is Gary. "PS Ssali created a unit called Research Assistant where she deployed him," Says a source adding that this position does not exisit under Trade department. Source say this skinny man now controls the whole department and has no respect for his bosses. Another person is Mutegeki who is assistant legal officer.

Sources say Mutegeki is supposed to work under Onena Sandra whom the PS slapped before she illegally interdicted her. Another person in the mafia group is Atwine Emmanuel who works as Senior Commercial officer, Amumpaire Mary works as Senior IT officer, Rwekuta Robbin also works as Principal Commercial Officer and lastly is Diana Wanyana.

According to document which we got a copy, Diana came as an intern in legal department. "She started her internship on 24th January 2023 and was supposed to do it for only  three months," reads part of the letter. The letter further states that she would supervised by the head legal. Insiders say Diana has never left the Ministry and she now handles sensitive government documents.

 "You must swear an oath of service and privacy in order to handle sensitive government documents of which she did not," says another insider adding she gets powers to do so from the PS.

Recently the Minister wrote to Secretary to Cabinet over PS issues saying he can not work with her. In his letter the Minister says the PS created a toxic working environment which has affected the performance of staff at the Ministry. The Minister further accused for causing forced  transfer of several staff out of the Ministry especially the key positions of heads if planning and policy, Human Resource, Procurement and Accounts. The Minister adds that her unhealthy working environment has caused some officers to apply for early retirement.
