We Must Visit Lubowa Site, Speaker Among Sending Her Deputy With MPs To Inspect Tomorrow.
The speaker of Parliament Rt. Hon Anita Annet Among has ordered the minister of Health to investigate the circumstances under which the Leader of the Opposition and his team were blocked from accessing the construction site intended for the International Specialized Hospital in Lubowa.
Article 164 of the Constitution of the Republic of Uganda, 1995 is instructive in as far as accountability for public resources is concerned and accountability is an integral aspect of democratic governance for which Article 79 of the Constitution mandates Parliament to promote. The speaker quoted.
The speaker told the members of parliament sitting this morning that the House requires a progress report on the International Specialized Hospital Lubowa before embarking on the appropriation process.
Speaker Among has however directed her Deputy Rt. Hon.Thomas Tayebwa to lead a team of MPs to visit the construction site of Lubowa Specialized Hospital tomorrow, Wednesday.
''The team was denied access to see what is happening, where our money has gone and I think that is really unfortunate because we are doing what we are mandated to do as per the Constitution, we are doing our oversight role. So I think, as Government, you need to guide us should we just sit here, appropriate money we don’t see what is being done and we call it a day, remember this is taxpayers money''. said speaker Anitah Among .
The leader of the Opposition Joel Ssenyonyi has asked parliament to halt the Appropriation of funds for the Lubowa Hospital construction project.
Yesterday, Security officials blocked the Leader of the Opposition, Joel Ssenyonyi, and other shadow cabinet ministers from accessing the construction site intended for the International Specialized Hospital in Lubowa which raised public discussion.
