Your Powers Stop At Nominating A Candidate For The Post Of Parliamentary Commissioner, Speaker Among Writes To NUP's Secretary General Over Mathias Mpuuga's Removal From Office.

Parliament has rejected the request by the National Unity Platform party to replace Hon Mathias Mpuuga with Hon Francis Zaake on the parliamentary commission position.

On 18th march 2024, the party secretary general Davis Leis Rubongoya wrote to the speaker of parliament to have Hon Mpuuga recalled from from parliamentary commission and have Hon Zaake replace him.

Parliament has stated in a letter addressed to the Secretary General of NUP that the powers of the party are limited to only nominating candidates for election to the office of Commissioner of Parliament as stipulated in subsection 2(2b).According to the rule of procedure of the  Parliament.

''Once elected by Parliament, the Commissioner elected so cease to serve individual party interests and serve Parliament as a whole''. the letter states.

The speaker Annet Anita Among added that parties lack the required legal mandate to recall a commissioner of Parliament once elected by Parliament.
 
The speaker advised that recalling a commissioner would amount to fettering the authority vested in the house.

She stressed that Hon Mathias Mpuuga has neither vacated his seat as a member of parliament by article 83 of the constitution nor has he been, upon a motion moved in strict compliance with the rules of procedure, found guilty by Parliament of inability or mind, misbehavior, misconduct, or incompetence.
