Census Officials To Pay Shs800,000 For The Lost Tablet And Power Bank - UBOS  ED Dr Mukiza

 The Executive Director of Uganda Bureau of Statistics (UBOS) Dr Chris Mukiza has said that all UBOS officials who lost the Government tablets and power banks during Census period will have to pay a total shs 830000 without any mercy, Spyreports has learnt.

The No Nonsense Dr Mukiza revealed this while addressing the Media about concluded census and post Enumeration Survey (PES) which is soon starting.

 "We shall have no mercy to these officials because we strongly warned them before the exercise.

Some of these tablets were sold knowingly while others still have them," Says Mukiza. 

He added that those who claimed that they were stolen recorded statements with police and should they fail to pay, criminal justice will work on them.

The UBOS boss reveals that Government purchased a total of 122926 to be used during census period and so far 121197 which is 93.3% have been retrieved from Census officials while 829 are reported to have been lost and yet to be found.

Government will recover a total of shs 685.580m from Ugandans in case they fail to trace the tablets and their power bank, " he says.

He reveals that government also purchased 119481 power banks and only 107685 totaling to 90.2 are retrieved and 11733 are still missing.

Dr Mukiza further revealed that the Bureau is still stuck with a total of shs 3.2bn on its accounts pending to be paid to Ugandans who participated during the Census.

 "UBOS deployed a total of 115846 Enumerators and 114327 totaling to 98.7% have been fully paid to zero balance while only 1519 are pending payment, " he stated adding that the reason for delayed payment is mismatch where names of the beneficiaries do not correspond with the names of registered mobile phone numbers, loss of Census Equipment among others. He says that UBOS employed 112970 Guides and 109739 have been paid.

He also says Enumeration supervisors and Sub County Supervisors have also been paid up to 99%.

"The payment of district officials that included CAOs,LCV, RDCs,DISO among others was put to halt to first pay enumerators and their supervisors first, " he states adding that out of 1635 only 663 have been paid. 

However Mukiza revealed that all the payments must be concluded at the end of this Month.

 "We have the money with us and we are calling upon all those who have not been paid to put their records clear and get paid before this month ends," Sounds Mukiza.

He further noted that UBOS is now going to embark on Post Enumeration Survey (PES) which is aimed at validating the quality of Census 2024 results in terms of coverage and content. "This PES will be conducted by an independent body and will cost shs 3.9bn," he says. He adds that this exercise will have little questions compared to Census questions.

He says some of the questions will be all persons who spent previous night in the house hold of an enumeration area, persons who spent previous nights outside house hold but came back late from bars, discos lodges will be recorded to have spent the previous nights in their respective house holds.

"Members of the house holds who were admitted to hospitals on the previous nights will not be enumerated but their caretakers who were away on the previous night will be included," States Mukiza.

 He adds that persons at funeral will be enumerated from the respective households. Dr Mukiza revealed that people who will be at education institutions, Religious Institutions, Refugee camksy, security barracks, armed training schools, Medical institutions will not be enumerated.
