Court Charges Top Police Boss over Assaulting a 60 Year Old Woman

A 40-year-old police officer named AIP Odongo Raphael, attached to Busolwe police station in Butaleja district, has been charged by the Territorial Police in Bukedi South and Butaleja district. The charges came after a viral video captured him aggressively pushing a 60-year-old woman, identified as Aweny Teddy, who is a parent of a student at Busolwe students' center. The incident occurred on 3rd August 2023, around midday, when the officer forcefully pushed the victim, causing her to fall backward to the ground. The authorities are taking legal action against the officer in response to this disturbing incident.

The actions of our officer were found to be in breach of the Police Standing Orders and the Code of Conduct. As the UPF, we expect very high professional behaviour, from all police officers in the course of their duties. It is therefore; embarrassing that instead of protecting the 60 year old, victim, the officer was aggressive towards her.

Mean while, a separate case file of wilful obstruction of officers on lawful duty, has also been opened against Aweny Teddy, after she tried to block officers from arresting her son, Okello Pius, a senior five student, who attacked PC Mugwanya Samuel. It’s during that process that she grabbed the collar of AIP Odongo Raphael Igelat but was forcefully pushed down. We continue to inform the public, that it is punishable to assault, attack or obstruct an officer on lawful duty.

In addition, 4 students who were behind the acts of incitement of violence, that led to the temporary closure of the school, after clashes between the Banyole and Jopadhola students community on the 29.07.2023 and 30.07.2023. They were asked to report back to school with their parents after one week. "The 4 students who were released on police bond include; Odongo Samuel, Ochen Ronald, Opio Simon and Okello Pius," the police spokesman SCP Enanga Fred named them.
