No Recruitment Of Government Staff This FY - PSST Ggoobi Issues Budget Execution Circular For FY2024/2025

Following the release of the first quarter of the financial year (FY)2024/2025, The Permanet Secretary and Secretary to Treasury (PSST) Ramanthan Ggoobi has issued the Budget Execution Circular for FY 2024/25 to all Accounting Officers (Central,LGs and Missions Abroad) as well as Chief Executive officers of State-Owned Enterprises and Public Corporations.

 The purpose of the circular is to communicate the cashflow of Gov't for FY 2024/25 & the policy, operational and administrative guidelines for implementation of the budget for FY 2024/25. Ggoobi said implementation of FY 2024/25 budget will follow the approved work plans,procurement plans and recruitment plans. These will form the basis for the quarterly expenditure limits.

Other issues Accounting Officers were asked to take into consideration include: Monthly cash flow forecasting,policy directives on fiscal consolidation,growth priorities and anchors for FY 2024/25,implementation of rationalisation of public enterprises and expenditure ( RAPEX) as well as contracting in Ugandan shillings.

The PSST also urged Accounting Officers to prioritise payment of domestic arrears and remittance of local service tax to Local gov'ts. " Accounting Officers are personally responsible for proper payroll management and payment of salaries and wages in line with government policy," said the PSST,adding that there will be no recruitment of staff this FY except on replacement basis or with special permission.
