Police Officers On Tenterhooks As IGP Byakagaba Implements A Presidential Directive To Sub county Policing Model
Police officer are on tenterhooks after the Inspector General of Police (IGP) has started implementing the presidential directive of the Sub county Policing Model(SCPM).
Some of the police officers found worried were in fear of leaving their comfort life in Kampala city to be deployed in remote areas.
Others were in fear of the files that they were handling in towns where the expected good facilitations while some where used of the evening outings to rexarious place that may hardly be found in villages.
Launching this program today at police headquarters in Naguru IGP Abbas Byakagaba noted that he is implementing the presidential executive order No 3 of 2023 stopping police being in Kampala and become a Uganda policeas it was planned.
"The Sub County Policing Model (SCPM) was adopted from the strategic guidance by H.E. the President of the Republic of Uganda in his address to the 25th Annual Police Council meeting held at Police Headquarters, Kampala on 19th November 2019. The President further directed in the Executive Order No 03 of 2023 that, “The country Police must stop being a Kampala Police and become a Uganda Police as it was planned to be” The President in effect guided that every Sub county/Municipal/Town council be turned into a Police Station with all UPF capabilities to respond to policing needs of our people". He said.
The operationalization of the program has taken shape with reorganization and rationalization of the existing UPF resources. Eight (08) regions with 49 Districts and 591 sub counties have been covered. He added.
This is a concept through which Police will deploy 18 police officers per Sub County at the minimum with motorcyles, radios and other capabilities to ensure effective policing. The roll out of this program has started with redeployment of thousands of personnel to every Sub County".Stated Christopher Yiga the Director criminal intelligence .
