The prominent Court Bailiff operating in Ntungamo District recently won a case against the troubled Ntungamo Resident District Commissioner (RDC) Mucunguzi Geoffrey over cancellation of his operational License, Spyreports has exclusively learnt. The Bailiff who smartly defeated the RDC in disciplinary Court ruling has been identified as Tumuhimbise Jonan.
According to court documents which we obtained indicate that on 12th January 2023, the troubled RDC filed a complaint to the Chief Registrar of Judiciary demanding the operational License of Mr Tumuhimbise Jonan.
According to RDC submissions which we also obtained a copy, he alleges that Tumuhimbise had caused insecurity in the district by harassing and over charging people.
"In two consecutive District Security committee meetings, we resolved that Magistrates should not give him warrant of arrests but later kept using him," RDC claims in his submission.
He further alleges that five months back, he invited the President of Bailiffs and his matter was discussed but he continues with Mischiefs.
The panicking RDC without evidence accused the Ntungamo Chief Magistrate of being behind of over charge.
"I would like to bring it to your attention that the Chief Magistrate Ahimbisibwe Godwin us the direct beneficially of this over charge and it is his project," Troubled RDC says adding that the Chief Magistrate should be handled administratively.
However in his ruling the Registrar says having carefully studied all the documents on record and analysed the evidence and submissions of the respondent, the committee established that the complaint is composed of blanket allegations against the Bailiff, " Reads part of the Ruling.
The ruling further says, the Complainant ought to instead advise the alleged victims to file individual complaints against the Bailiff.
"The Committee is hereby dismiss the complaint pending the filing of Individual Complaints," Final ruling reads.
