IGP Orders Arrest Of KMP DPC, OC Stations CIDs For Over Delaying Suspects In Custody Before They Vomit Money
The inspector General of police(IGP) Abbas Byakagaba has ordered the the Director of Operations AIGP Frank Mwesigwa and Director CID AIGP Tom Magambo to arrest and Charge all DPCs, OC Stations and CIDs in Kampala Metropolitan Police who delay suspects in their police stations with the intention of extorting money from them, Spyrports has exclusively learnt.
According to intelligence sources based in Naguru, the tough IGP issued direct orders to his Juniors on Monday after receiving several complaints from the public on how DPCs and their team have made millions of money from suspects by delaying them in the cells.
"These days DPCs, OC Stations carry KMP out operations with the aim of extorting money from suspects. When they are arrested, they connive with CIDs to press harsh charges on them if they don't raise money for bond," Says a police source.
The source says that at times when suspects are arrested and brought to police, they bring exhibits of Marijuana, pangas and other criminal objects from the police stores and place them in front of them and take pictures to show that they were found with them during operations.
"Those pictures are always taken at night. If suspects fail to raise money, they are picked from the cells at night and take their pictures together with Marijuana and other killing objects such that they can be seen as serial suspects," Another police source from Katwe says.
The source adds the DPCs, OC Stations and CIDs formed their clique of investigators who handle such files. "Whenever a suspect fails to raise money, the team places heavy charges on him and make him delay on custody claiming they are still investigating," says another police officer adding that they also have another clique of State Attonies they deal with to sanction their files .
"Officers tell suspects that if you don't pay us money, your file will be sanctioned and you will not get bail from court and we are entering Christmas and you will be remanded to Luzira until next year," Says another Officer at Jinja Road.
Some of the suspects who paid heavily for fear of not spending Christmas to Luzira petitioned to IGP.
" I was arrested at 10:00pm along Bombo Road, I explained to officers that I was from work and I even showed them my Work ID but they didn't listened to me. I was taken to Wandegeya police station and detained," Says a suspect adding that he spent three days in detention.
He says on second day at night, he was called and ordered to carry marijuana and he was photographed and then taken back to cells. In the morning he was told that if he does not pay money, his file will be taken to state Attorney and be sanctioned and he will spend xmass in Luzira prison.
"I got scared and paid Shs500,000 and was released," he says.
He however begged us not to mention his particulars. Some of the police officer we talked to say when ever it is xmass season DPCs carry operations with the aim of milking money from suspects.
" When we make operations, a DPC, OC station and OCID select a team to screen suspects. Those with money are given bail and those without money are sent to court and remanded and In most cases innocent people are always without money and that is why Crime is high during xmass season because criminals pay to be out and continue terrorising the public," says another officer at CPS.
When interviewed Police spokesperson ACP Kituuma Rusoke, he confirmed orders of IGP to arrest DPCs and their team.
"Actually let me tell you, the IGP has ordered for the arrest of DPCs, OC stations and CIDs who make suspects to over stay in cells on small cases," he says.
He added that IGP received information on how DPCs intend to delay suspects in cells with aim of getting money from them.
"If the case is not capital in nature or has no other issues that need more investigations, the suspects should not spend more than 48 hours in police cells," he says.
He added that they will be storming police stations and sweep away all the DPC, OC stations and CIDs who delay suspects in cells.
