Recruit Competent Census Enumerators - UBOS ED Tells District CAOs


The Executive Director of Uganda National Bureau of Statistics (UBOS) Dr. Chris Mukiza has urged all District Chief Administrative Officers (CAO) and Municipal Town clerks across the Country to recruit competent people who will work as Enumerators and supervisors in the districts during National Housing and Population Census which is in may this this year. Dr Mukiza said this addressing district CAOs and town clerks from various districts at workshop at Hotel African in Kampala on Friday.


Dr Mukiza says the main role of CAOs and town clerks during census activities is to make sure that their jurisdictions are completely mapped. He added that  another role is to ensure that they recruit competent enumirators and supervisors. " We are the first ever Digital Census so we expect you to bring competent who will have knowledge about how to use tablets, " Says Dr Mukiza. He adds that the recruited people must have smart phones to help them in case the tablets get some issues.


"The recruited people must be Ugandans with valid National Identifications and letters of good conduct from their LC chairperson," He says adding enumirators must also sensitise the population about the importance of conducting out National Census. "We need clean statistics for better planning of the Nation," He added.

He also urged CAOs to inform enumirators to use phones registered in their names for payment purposes. "We shall use e- payment so when phone number is in the names of Mukiza and the one doing the work is Didacus Okoth, then he will not be paid," he says. He added that the Bureau is still facing the challenge of boarder conflicts both locally and international but they are engaging local Authorities to have the matters solved.

"There is a place where South Sudan claims it is there's and their border issues between Gulu and Amuru which have hindered the activities of the census," he stated. He added that so far 50 districts have been fully mapped and listed and 49 districts are above 90%.

He says that UBOS has sent a team of experts who will work with the District CAO and town clerks during Census and the include the following Mr Godfrey Nabongo to handle Karamoja and Bukedea, James Muwonge for Buganda, Edbert Oyesiga Kigezi and Ankole,Mrs Florence Obino Teso, ,Mrs Pamela Kansiime West Nile and Tooro,Mulindwa Vitus Bunyoro,David Ocheng Acholi,Victor Ogwal Lango ,Alizika Lubega Busoga and Hellen for Elgon.
