Museveni Bans Balalo People from Taking their Cows to Northern Uganda Anymore.

President Yoweri Museveni has issued an executive order banning nomadic pastoralists commonly referred to as Balaalo herders from Northern Uganda with immediate effect by June this year.

“By the authority of this executive order, no Mulaalo, should settle and bring cattle to settle and bring cattle to Northern Uganda except with the permission of the Minister for Lands and the Minister of Agriculture,” the president said.

He asked the Attorney General to come up with a draft of a law criminalizing nomadism. Museveni suggested that culprits could serve 7 years in prison for bringing cattle into Northern Uganda illegally. He also directed the AG to provide for the confiscation of the cattle of Balaalo involved in entering the indicated areas, illegally.

President Museveni has named the Balaalo as indisciplined cattle keepers from Ankole - Mpororo, ancient Bunyoro, parts of Congo, Karagwe in Tanzania and Rwanda, who move from their traditional areas and move to other areas of Uganda  that originally weren't theirs e.g. Acholi, Lango, Teso, etc.
